Which way with boundaries?

The Constitution of Kenya, 2010, Article 89 gives the Independent Electoral and Boundaries Commission (IEBC) the mandate of creating and delimitating constituencies and wards. This has to be done at intervals of not less than eight and not more than twelve years. The Constitution, in Article 89 (5), spells out the criteria to be used in boundary delimitation as well as the maximum number of constituencies (Article 89 (1). Further the IEBC Act 2011 limits IEBC to resolve issues arising from the first review. It also limits IEBC to using IIBRC Report as its primary reference material among other resources.
What considerations must IEBC factor to successfully accomplish this critical mandate?

IEBC should assist minority communities like the Cherangany also called Sengwer to live like other sectors of society as Kenya is a tribal state which is a fact.When will these people ever get to parliament if international best practices are not employed by the IEBC? The best optional mechanism to assist minority representation: Is the use of Single-Member District. In this case IEBC to create CHERANGANY DISTRICT as earlier requested with maps.As an issue; in order to ensure minority representation, the LUND International Guidelines and Recommendation sets a solution target thus: That For Strong Minority Representativen ess; Electoral District boundaries should be drawn such that constituents have an opportunity to elect candidates who they feel truly represent them.This usually means that District boundaries should coincide with communities of interest as much as possible- The LUND international Guidelines and Recommendation instrument as a solution mechanism.In order to mitigate on identity-based factors based on differences in culture and language or ethnicity with perceived imbalance in the distribution of economic,politi cal and social resources; Democratic structures both legislative by creating SENGWER CONSTITUENCY and administrative area can offer an effective means for the peaceful handling of Deep-Rooted conflict by use of international best practices to save on Human Rights Issues. As an arising issue on the communities of interest factor as communities of interest can be defined in various ways and would include"administrative divisions,ethni c or cultural neighborhoods or natural communities delineated by physical boundaries(such as islands,forests etc.)" The LUND. This definition fits the Cherangany Community's case perfectly in order to mitigate on the Subsumed Voting power that hinder minority representation and further save on Deep-Rooted armed Conflict which is not a secret to Kenyans, IEBC to assist in the creation of the two requested structures: Electoral and Administrative as requested above. I am from Kamukunji Constituency and am not happy with the new boundaries between Starehe and Kamukunji. It is ok with what the Board did with mathare and huruma because those areas are too large. The question lies on why they took Majengo+Bondeni /Gorofani Areas and added them from Kamukunji to Starehe when they could have taken Muthurwa because its the closest to the CBD? I think all of these are politically motivated which is not a good thing and people of Kamukunji have rejected the proporsal. If the boundaries are implemented as suggested then expect people from these two areas of Majengo and Bondeni to note participate in the voting. There is no need of adding these two areas to Starehe. The work of IEBC should be objective and the product should facilitate better administrative operation of the delimited areas. In the case of my Nandi County for Example it is not logical for Alsai which is the most populous to remain as one constituency while other less populous constituencies are split into two. For equitability it is more logical to harmonise accross board. I propose Chemase ward can become part of Aldai, while Kiptuya and Kaboi wards are taken up by Emgwen south. At the same time Emgwen ward should be hived off from Nandi hills constituency to Tindiret Constituency.In my opinion the issue here should be about harmonizing the county rather than splitting individual constituencies into two - this will facilitate equal representation as well as make it easy for anyone wanting to traverse the constituency. My concern is around the process developing the county/constituency boundaries. I hold the view that by holding the principles of the constitution namely; all authority belongs to the people of Kenya and that through our representatives and structure of government we choose to govern ourselves, THEN, the heart of the constitution is in the devolved unit of representation which is equal to the administrative boundaries. This UNIT is the WARD, First! By jumping the the ward and tackling the constituency boundaries we have missed the point. My suggestion is that we should define the wards first. Define an average of how many wards shall be in a constituency,th en how many constituencies shall be in a County. This strategy will produce the right boundaries for Kenya. Otherwise, it seems that we are guilty of simply changing Districts to Counties, and Sub-Locations to Constituencies. More of the same!

The proposed electoral Wards in Gatundu North are not a reflection of anything serious. Thank you IEBC for giving us this opportunity.
Kindly effect the following;
1. Karure sub-location to be taken back to Mang'u Ward hence Mang'u ward has Mang'u, Gatukuyu, Miteero, Karure, Nyamang'ara, Mukurwe a total population of 29,013.
2. Makwa goes back to Chania Ward, so Chania conprises of Ngorongo, Makwa, Nguna, Kairi, Muirigo, Kamwangi sublocations with a population of 27,528 people.
3. Ngorongo goes back to Chania and not to Gituamba. Gituamba to comprise of Mataara, Gituamba, Kiriko, Kanyoni, Maria-ini sub-location with a total population of 19,684.
4. Ndiko goes back to Githobokoni which will comprise of Njahi, Gakoe, Kieni, Mwimuto, Gathaite, Gatei, Ndiko, Gachege and Kamunyaka sublocations with a total population of 26,386 people.
5. Our historic original names for the wards to be preserved, ie, Chania instead of Kamwangi, Githobikoni instead of Gathaite.
That way, geographical features that seperate Wards will still be respected, like the Chania river seperting the Makwa and Mang'u, Ndarugu river seperating Mang'u and Githobokoni.
The population threashold by the IEBC will also have been observed.

I must say IEBC team have done a commendable job in transforming the way Kenyans vote. My concern is the way Isiolo County boundary runs. You will find 78 Tank Battalion which lies less than two kilometers from town to be in another county. Residents around this region are forced to go to Nyambene district some more than 60 kilometers to seek services from police, lands, and other government ministries to seek services. Yet the same Ministries are just 10 minutes walk away. If you are truly committed to providing efficient service to the citizens of Kenya, then please review such issues in Isiolo.

I am a resident of Ilengi Market polling station 065/080 and welcome the creation of a new constituency in Kitui, however, i would like to propose that some polling stations in Kitui South be included in the new Kitui Rural Constituency due to the vastness of Kitui South. The proposed constituecies to be moved are 065/079 - Muambani, 065/080 - Ilengi, 065/081 - Katilini, 065/082 - Monguni, 065/083 - Yongo, and 065,084 - Mbui-ndune. These are my sentiments and they are also the sentiments of majority of the people in these areas as i have traversed the region and interacted with the people having worked as a head clerk during voter registration and register inspection in 2010.

For one i have to thank the commission for their tedious and successful job in the past referendum,and thanks for having won as the chairman of the IIEB by mr Isack and know that he will work close with his team for a better Kenya.iwould like to urge that u work diligently and with no political or ethnic influence on the creation of new constituencies as per number of people and area acrage.please have in mind that kenyans are always kenyans and will never forget about their ethnic clans when it comes to politics.all the best.

I wonder why the IEBC says they cannot modify County boundaries.Arent they electoral boundaries by virtue of the fact that we are electing senators and governors based on these boundaries.
The residents of Mtwapa are of the opinion that kikambala division should be moved to the county of Mombasa.The vast majority of residents work in Mombasa and are physically culturally and economically linked to Mombasa rather than Kilifi,whose county council collects 60%of its revenue there but is responsible for the infrastructural mess and lack of services.Move us to Mombasa city.

I am a voter from Mihango in Embakasi Nairobi I would appreciate if you consider changing the Name of the proposed Mihango constituency,re ason being Mihango is a Kikuyu Name that means being too busy ordinarily having little take home,to me this is not a good name and i would propose Names such as UTAWALA CONSTITUENCY,RU AI CONSTITUENCY OR ANY OTHER GOOD NAME this two names are names for areas that falls within the proposed constituency, this is my humble request and thanks for doing a good job
