The Independent Electoral Commission (CEI) is an Institution of Democracy, enshrined in the Constitution of the Transition (art. 154), the Global and Inclusive Agreement (Chapter IV and V, 4 a, b, c), Resolution DIC/CPJ/09 of April 18, 2002 and Law No. 04/009 of 5 June 2004 on the organization, powers and functioning of this institution. It is a Congolese statutory independent body, neutral and endowed with legal personality. The CEI enjoys administrative and financial autonomy. It has its own budget allocation which can be supplemented by external contributions. The Independent Electoral Commission has the independence of action in relation to the other institutions of the Republic. However, in the exercise of her mission, the CEI enjoy the collaboration of these institutions.
