The long awaited football elections will now be held on Saturday, 29th October, 2011. This was announced on the 6th October, 2011 by IIEC’s CEO James Oswago at a joint press conference with football and government officials in Nairobi. For almost a year, the Interim Independent Electoral Commission (IIEC) has worked with FIFA, IEB and the Ministry of Sports and other stake holders to make football elections a reality. IIEC and the Independent Electoral Board (IEB) have agreed on an ambitious timeline and logistics which must be adhered to by all parties for a successful election. Some of the key targets which must be realized before the election date are:
7th -9th October, 2011. IEB must publish a list of polling stations (or sub-branches) in at least two widely circulated newspapers
10th -13th October, 2011. IIEC avails the voter register as IEB calls on the public to inspect the register
17th -21st October, 2011. IEB undertakes correction of errors in the voter register
22nd – 23rd , October 2011 – IEB avails corrected register for further verifications
24th October, 2011 (10am), IEB presents the register for publication
By-election aspirants required to meet integrity test
For the first time the electoral body, IIEC, has asked aspirants for political positions to demonstrate that they meet the conditions for suitability for the public office as required by Chapter six of the Constitution (Leadership and integrity of public officers).
Candidates for Kitutu Masaba Parliamentary and the eleven Civic Ward by-elections countrywide, which are scheduled for Monday 28th, November 2011, are required to submit clearance documents to their respective Returning Officers on the nomination dates set for Wednesday, 2nd and Thursday 3rd November, 2011.
The documents include:
I.Clearance certificate from higher Education Loans Board (HELB)
II.Certificate of Good Conduct from the Director Criminal investigations Department (CID)
III.Clearance certificate from Kenya Revenue Authority (KRA)
IV.Clearance from the Kenya Anti-Corruption Commission (KACC)
IIEC STATEMENT ON CURRENT STATE PREPAREDNESS FOR FOOTBALL ELECTIONS
Late 2010, FIFA through two senior officials, Mr. Leodegar Tenga and Ashford Mamelodi, accompanied by Mr. Joe Okwach, Chairman to the Independent Elections Board approached the Interim Independent Electoral Commission(IIEC) to conduct football election on behalf of the Independent Electoral Board (IEB). The IIEC Chairman, Mr. Isaack Ahmed Hassan and the CEO, O.J.H Oswago, agreed that the Commission could conduct elections. A technical team was subsequently constituted to undertake the planning, logistics and other details while working very closely with IEB and the relevant ministry senior staff.
THE IIEC ELECTION TECHNOLOGY CONFERENCE AND EXHIBITION KICC 22ND-23RD SEPTEMBER, 2011
The Interim Independent Electoral Commission (IIEC) will hold a two-day conference and exhibition on election technology at the KICC grounds in Nairobi on 22nd- 23rd September, 2011. Over 40 firms dealing with election technology, both local and foreign, have confirmed attendance to showcase their innovations to the Commission and the public. The six electoral management bodies from East African Community(EAC) and Southern Sudan, 47 political parties professionals in electoral technology, and other interested parties have also been invited to the open forum on election technology. The theme of the conference is: Integrating Appropriate Technology in the Electoral Management Process.
The aim of the open day is to expose voters and other stake holders to developments in elections technology and to accord them an opportunity to familiarize themselves and interrogate the technology. In looking for the appropriate technology, IIEC would like to make informed decision based not only on expert advice but also on the user experiences. Participants will be expected to interrogate and evaluate the solutions offered by the various vendors and share their findings with IIEC and the general public.
IIEC scoops 1st Award in ICT at the Nyeri ASK Show
As the Commission strives to conduct voter education across the country, the Interim Independent Electoral Commission participated at the Nyeri Agricultural show in a bid to educate voters on the new elective offices and their rights as voters. In what seemed like a chain of success thanks to the popular Electronic Voter Registration (EVR) and Electronic Vote Transmission (EVT), the Commission scooped first position on the best Information, Communication and Technology stand. The Commission had a lot to offer to the people of central province. At the stand also was the office of the Registrar of Political Parties which also educated the public on the rules and regulations of registering a political party. The Show opened its doors on 14th to 17th September and was officially opened by His Excellency President Mwai Kibaki on 15th September, 2011.
